Default penalty box decorum

Is there any rules that speak to how a player will act while in the penalty box? We have been told repeatedly that players aren't supposed to talk to anyone except their own coach while in the penalty box, and only if it isn't distracting to the timekeeper/scorer but in our last game an opposing player was quite rude and vocal while in the box and challenged us to show him where in the book it said he couldn't talk. We couldn't find anything. This is high school boys and at the very least his actions were disrespectful to the sport, but we would like to be able to reference something in the future if possible. Is it simply an understood rule, or are we way out of line in the Northwest?
