Yeah, it should be like a normal (on top set of teeth). Basically once you see the mouthguard to lose its form because of the water (usually will cave in or something) and get really easy to disform, it's time to pop it in. Really shouldn't be taking over two minutes though, that's interesting they say 2 on the website. The one I just got said 30, but I guess it was also a different model as well.
